Description

Öffentlicher Dienstleistungsauftrag im Schienenpersonennahverkehr im Sinne des Art. 5 Abs. 1 der VO (EG) Nr. 1370/2007. Betrieb eines Regionalverkehrs im Umfang von ca. 2,17 Mio. Zugkilometern pro Jahr (vsl. 12/2028 - 12/2043) auf folgender Linie: München Hbf - Landshut Hbf - Regensburg Hbf - Schwandorf - Weiden - Marktredwitz - Hof Hbf (RE 2). Die Verkehrsleistungen sind ab dem 10.12.2028, dem ersten Betriebstag nach dem großen Fahrplanwechsel im Jahr 2028, nach der Nachtpause zu erbringen. Der abzuschließende Verkehrsdurchführungsvertrag endet zum großen Fahrplanwechsel im Jahr 2043, am 12.12.2043. Die Leistungszeit beträgt demnach 15 Jahre ab Betriebsaufnahme. Der abzuschließende Verkehrsdurchführungsvertrag wird als Nettovertrag mit mindestens zweijähriger Bruttoanlaufphase ausgestaltet. Der Verkehrsdurchführungsvertrag enthält detaillierte Vorgaben zur Qualität der zu erbringenden Leistungen. Es wird eine Kapitaldienstgarantie zur Finanzierung der Neufahrzeuge angeboten. Die Verkehrsleistungen werden im Rahmen eines wettbewerblichen Vergabeverfahrens nach den Bestimmungen des 4. Teils des Gesetzes gegen Wettbewerbsbeschränkungen (GWB) sowie der Verordnung über die Vergabe öffentlicher Aufträge (VgV) vergeben. siehe Ziffer 2.1
