Lieferung von mobilen 60 kVA Netzersatzanlagen auf Anhängerfahrgestell Das Institut der Feuerwehr Nordrhein-Westfalen (IdF NRW) ist eine Fortbildungseinrichtung des Landes Nordrhein-Westfalen im Geschäftsbereich des Ministeriums des Innern des Landes Nordrhein-Westfalen. Das IdF NRW führt die hiesige Beschaffung zentral für das Land Nordrhein-Westfalen durch. Gegenstand der Ausschreibung ist die Lieferung fabrikneuer, funktionsfähiger, mängelfreier und zulassungsfähiger mobiler 60-kVA-Netzersatzanlagen auf einem Anhängerfahrgestell einschließlich der in der Leistungsbeschreibung näher beschriebenen technischen Ausstattung, des Zubehörs, der Dokumentation, der Abnahme, der Lieferung und der Einweisung. Dem Land Nordrhein-Westfalen steht aus dem Förderprogramm des Bundesamtes für Bevölkerungsschutz und Katastrophenhilfe "Aufbau einer nationalen Reserve Blackout - Stärkung des Zivilschutzes" ein Budget in Höhe von 4.605.042,01 EUR netto zur Verfügung. Innerhalb dieses Budgets soll die größtmögliche Anzahl an Netzersatzanlagen beschafft werden. Die Auslieferung an das IdF NRW gemäß Position 89 der Leistungsbeschreibung muss spätestens bis zum 01.09.2028 vollständig abgeschlossen sein. Für den Fall einer kurzfristigen Budgeterhöhung ist darüber hinaus eine Option zum Abruf von bis zu fünf weiteren Netzersatzanlagen vorgesehen. Der optionale Abruf durch das IdF NRW muss spätestens bis zum 31.01.2027 erfolgen. In diesem Fall verlängert sich die Lieferfrist für den optionalen Abruf bis zum 01.11.2028. Nach der Einweisung der Multiplikatoren gemäß Position 91 der Leistungsbeschreibung werden die Netzersatzanlagen an die vorgesehenen Fahrzeugstandorte übereignet. Die Netzersatzanlagen müssen zum Zeitpunkt der Lieferung dem neuesten Stand der Technik sowie den Anforderungen der DIN VDE 0100-410, DIN VDE 0100-540, DIN VDE 0100-551, DIN VDE 0100-717 und DIN EN 1846-2 unter zusätzlicher Beachtung der DGUV Vorschriften 49, 70 und 71 entsprechen, sofern keine abweichenden und/oder zusätzlichen Anforderungen in der Leistungsbeschreibung angegeben sind. Ist die Erfüllung von Normforderungen nicht möglich oder treten Widersprüche zwischen Regeln der Technik und den Forderungen der Leistungsbeschreibung auf, ist vor Angebotsabgabe darauf hinzuweisen. Fehlen in der Leistungsbeschreibung einzelne Positionen, die aber für ein einwandfreies Funktionieren notwendig sind, hat der Bieter diese - nach schriftlicher Rückmeldung an den Auftraggeber innerhalb des Korrespondenzzeitraumes - im Angebot mit zu berücksichtigen. Für den Fall der Berücksichtigung solcher Positionen erst nach Auftragserteilung hat der Auftragnehmer diese ohne zusätzliche Kosten für den Auftraggeber zu realisieren.
