Beschaffung von Leitstellentechnik für die Feuerwehr Bochum Es ist ein Verhandlungsverfahren mit nur einem Bieter gem. § 14 Abs. 4 Nr. 5 VgV geplant Beabsichtigt ist die Beschaffung von zusätzlichen Hardware- und Softwarekomponenten sowie zugehörigen Dienstleistungen zur Erweiterung und Aktualisierung der bestehenden Leitstellentechnik der Feuerwehr Bochum. Die Leitstellentechnik stellt ein funktional und technisch hochintegriertes Gesamtsystem dar, bestehend insbesondere aus dem Einsatzleitsystem, dem Kommunikationssystem, spezifischer Hardware sowie zahlreichen Schnittstellen und Integrationen. Die zu beschaffenden Leistungen umfassen insbesondere Hardware-Erneuerungen, Software-Release-Upgrades, Erweiterung und Anpassung von Schnittstellen sowie Wartungs- und Supportleistungen. Ein Wechsel des Auftragnehmers würde zu unzumutbaren technischen Schwierigkeiten führen, da kein Zugang zur proprietären Systemarchitektur besteht, keine Herausgabe des Quellcodes erfolgt ist und eine vollständige Kompatibilität im Leitstellenverbund zwingend erforderlich ist.
