Description

Ein Gradmesser der bayerischen Umweltpolitik ist die Aufstellung und Entwicklung von Bioindikatoren über den Zustand der Umwelt. Der Indikator „Artenvielfalt und Landschaftsqualität“ ist dabei bundesweit festgelegt und verpflichtet nach den Regelungen der ELER-Durchführungsverordnung zu regelmäßigen Evaluierungen. Er soll im Länder- und Bundesvergleich einsetzbar sein und wird jährlich erhoben. Datengrundlage sind die Ergebnisse des hier beauftragten „Monitoring häufiger Brutvögel“ (MhB). Der Agrarvogelindikator (Farmland-Bird-Index), der sich daraus ableiten lässt, wird direkt an die EU-Kommission berichtet. Er dient der Evaluierung der Agrarumweltprogramme. Außerdem werden entsprechende Daten für die Erfüllung der Berichtspflicht nach Artikel 12 der Vogelschutzrichtlinie benötigt. Eine Grundlage für den Bericht, der in sechsjährigem Turnus erstellt wird, stellt das MhB auf ausgewählten Probeflächen in Bayern dar. Die Daten bzw. Trendberechnungen aus dem MhB sind zudem für die Fortschreibung der Roten Liste unverzichtbar. Außerdem wird der Indikator für den Umweltbericht Bayern und für die neue Berichterstattung verwendet, die zur Umsetzung des Volksbegehrens "Rettet die Bienen" gesetzlich verankert wurde.
