Der Zweckverband Region Aachen stellt einen Zusammenschluss der Kreise Heinsberg, Düren und Euskirchen, sowie der Stadt und der StädteRegion Aachen dar. Die Initiative "Region Aachen Rettet" bildet hier einen Teil des Bereichs Gesundheitswirtschaft ab, der sich u.a. dadurch auszeichnet, ein smartphonebasiertes Alarmierungssystem für Ersthelferinnen und Ersthelfer zu betreiben. Mit diesem Alarmierungssystem sollen qualifizierte Ersthelferinnen und Ersthelfer über ihr Mobiltelefon zu medizinischen Notfällen, vornehmlich zu Reanimationen, alarmiert werden, bei denen noch vor Eintreffen des Rettungsdienstes lebensrettende Maßnahmen unerlässlich sind. Das therapiefreie Intervall kann somit gerade in den entscheidenden ersten Minuten eklatant verkürzt werden und die Überlebenswahrscheinlichkeit der Patienten steigt. Da die Initiative "Region Aachen rettet" bereits über ein bestehendes System auf ca. 130.000 Nutzer der App zurückgreifen kann, ist eine unterbrechungsfreie Migration des bestehenden Systems zur Software des Bieters zwingend erforderlich, um keine User zur verlieren. Weiterhin beinhaltet die zu vergebende Leistung Schulungs-, Support- und gegebenenfalls Erweiterungen. Da der Vertrag mit dem bestehenden Anbieter dieser Leistung ausläuft, ist nunmehr eine Neuvergabe des Systems und der angeschlossenen Leistungen ab dem 01.01.2026 für die kommenden vier Jahre (bis zum 31.12.2029) notwendig. In diesem Jahr schreibt die Stadt Aachen für den Zweckverband Region Aachen als Vertragspartner des Leistungsnehmers aus, wobei für die Ausschreibungsverfahren ein rollierendes System der angeschlossenen Gebietskörperschaften abgestimmt ist. Ziel dieses Verfahrens ist es, mit demjenigen Bieter, der dem Zweckverband Region Aachen das wirtschaftlichste Angebot für die ausgeschriebenen Dienstleistungen offeriert, den als Anlage 3 dieser Vergabeunterlage beigefügten Vertrag zum nächstmöglichen Zeitpunkt abzuschließen. Jede einzelne Gebietskörperschaft ist dabei so gestellt, als ob isolierte Einzelverträge zwischen ihr und dem Auftragnehmer abgeschlossen worden wären. Sämtliche Rechte (insbesondere Lizenzen) und Pflichten- jeweils soweit sie sich auf den örtlichen Zuständigkeitsbereich der einzelnen Gebietskörperschaften beziehen - werden unmittelbar mit Vertragsabschluss vom Region Aachen Zweckverband auf die jeweiligen Gebietskörperschaften als Verbandsmitglieder übertragen. Die Rechnungstellung erfolgt unmittelbar an die einzelnen Gebietskörperschaften. Die Aufteilung der Kosten erfolgt nach der Einwohnerzahl.
