Digitalisierung der Rechnungsbearbeitung in Bezug auf die Abrechnungsprozesse gem. § 302 SGB V und § 105 SGB XI Die AOK Baden-Württemberg (nachfolgend: AOK BW oder Vergabestelle) ist eine Körperschaft des öffentlichen Rechts mit paritätischer Selbstverwaltung von Versicherten und Arbeitgebervertretern. Sie ist unterteilt in 14 Bezirksdirektionen und der Hauptverwaltung in Stuttgart und versichert über 4,6 Mio. Menschen im Land Baden-Württemberg. Für weitere Effizienzsteigerungen in den Prozessen soll die Rechnungsbearbeitung digitalisiert werden. Konkret betroffen sind dabei die Abrechnungsprozesse gem. § 302 SGB V und § 105 SGB XI. Die aktuell praktizierten Workflows unterscheiden sich durch die Art der übermittelten Dokumente. In rund 80-85 % der Vorgänge erfolgt eine Übermittlung eines Datensatzes mit einer Sammelrechnung. In diesem Fall ist eine Rechnungsprüfung durch das eingesetzte Personal der AOK Baden-Württemberg schwierig, da die Rechnungsbelege einer Akte nicht direkt zugeordnet werden können. Rund 10 % der Vorgänge erfolgen rein auf Papierbasis. Die übrigen Vorgänge werden mit einem strukturierten Datensatz und einem Image übermittelt. Die Postadressaten werden automatisiert ausgefüllt. Aufgabe des künftigen Dienstleisters wird es sein, die Papierdokumente einzuscannen und eine einzelne Rechnung mitsamt zugehöriger Dokumente zu erzeugen. Zwingend einzuhalten sind die Vorgaben des Anforderungskatalog der BSI TR-03138 RESISCAN. Die Teilnahme an dem eingeleiteten Wettbewerb setzt voraus, dass die sind die Vorgaben des Anforderungskatalog der BSI TR-03138 RESISCAN eingehalten werden und der künftige Auftragnehmer entweder mit dem Angebot die Zertifizierung gem. Anforderungskatalog der BSI TR-03138 RESISCAN nachweist oder sich verpflichtet, den Antrag in Bezug auf die vertragsgegenständlichen Leistungen binnen zwei Monaten nach Zuschlagserteilung zu stellen. Sollte das Zertifikat nicht binnen zwölf Monaten nach Zuschlagserteilung vorgelegt werden, ist der Auftraggeber zur sofortigen außerordentlichen Kündigung berechtigt.
