Description

Gegenstand der Beschaffung: Beschafft wird ein Messanhänger der Firma JENOPTIK Robot GmbH zur mobilen Geschwindigkeitsüberwachung. Technische Anforderungen: hohe Messpräzision mit gerichtsfester Dokumentation, eine zuverlässige Unterscheidung zwischen PKW und LKW sowie die nahtlose Integration in die bereits vorhandene IT-Infrastruktur und Auswertesoftware; mit nur einem einzigen Systemaufbau zwei Fahrtrichtungen gleichzeitig überwachen Verfahrenswahl: Die Wahl des Verhandlungsverfahrens ohne Teilnahmewettbewerb stützt sich auf § 14 Abs. 4 VgV. Das System besitzt das technische Alleinstellungsmerkmal der gleichzeitigen Überwachung zweier Fahrtrichtungen mit nur einem Aufbau. Zudem ist die Kompatibilität mit der bereits vorhandenen, umfangreichen JENOPTIK-Systemlandschaft (Infrastruktur, Auswertesoftware, Personalprozesse) zwingend erforderlich. Ein Systemwechsel ist technisch und wirtschaftlich unzumutbar. Stillhaltefrist: Der Vertragsschluss (Zuschlag) erfolgt frühestens nach Ablauf von 10 Kalendertagen, gerechnet ab dem Tag nach der Veröffentlichung dieser Bekanntmachung, um den Anforderungen des § 135 Abs. 3 GWB zu entsprechen.
