Der Landkreis Rostock (nachfolgend: „Konzessionsgeber“) hat das Ziel, flächendeckend leistungsfähige Zugänge zu Gigabitnetzen herzustellen. Zudem verfolgt der Konzessionsgeber das Ziel, seinen Wirtschaftsstandort zu stärken und die Wettbewerbsfähigkeit seiner Unternehmen sicherzustellen. Daher sollen mit Telekommunikationsunternehmen Konzessionsverträge über den Bau und den Betrieb von Gigabitnetzen sowie die Erbringung von Endkundendienstleistungen in den unten näher bezeichneten Gebieten abgeschlossen werden. Der Konzessionsgeber hat dazu im Rahmen des Förderprogramms des Bundes „Förderung zur Un-erstützung des Gigabitausbaus der Telekommunikationsnetze in der Bundesrepublik Deutschland - Gigabit-Richtlinie 2.0“ einen Förderantrag gestellt und Fördermittel in vorläufiger Höhe bewilligt bekommen. Darüber hinaus hat der Konzessionsgeber eine Kofinanzierung nach der „Richtlinie zur Förderung des Gigabitausbaus der Telekommunikationsnetze in Mecklenburg-Vorpommern (Gi-gabitförderrichtlinie - GigabitFöRL M-V)“ beantragt und ebenfalls Fördermittel in vorläufiger Höhe bewilligt bekommen.
