Description

Auftragsbekanntmachung Der Auftrag kann nur von einem bestimmten Wirtschaftsteilnehmer ausgeführt werden, da aus technischen Gründen kein Wettbewerb vorhanden ist (gem. § 14 Abs. 4 Nr. 2b VgV) Der Landkreis Anhalt-Bitterfeld hat zur Notrufabfrage, Alarmierung und Nachrichtenübermittlung eine ständig besetzte Einsatzleitstelle einzurichten und zu unterhalten (§ 3 Absatz 1 Nr. 2 BrSchG). Zudem ist durch den Landkreis Anhalt-Bitterfeld eine Rettungsdienstleitstelle als koordinierende Einsatzzentrale für den Rettungsdienst eines Rettungsdienstbereiches einzurichten. Sie ist zusammen mit der Einsatzleitstelle des Brandschutzes und der Hilfeleistung als integrierte Leitstelle zu betreiben (§ 9 Absatz 1 RettDG LSA). Für die ordnungsgemäße Aufgabenerfüllung einer Integrierten Leitstelle und damit verbundenen Betrieb des Leitstellengebäudes ist eine Anbindung der eigens hierfür bereitgestellten Trafostation an das Stromnetz des örtlichen Netzbetreibers notwendig. Der hier örtlich zuständige Netzbetreiber ist die EVIP GmbH, Nils-Bohr-Str. 2 in 06749 Bitterfeld-Wolfen. Aufgrund der Monopolstellung eines Netzbetreibers gemäß des Energiewirtschaftsgesetzes in Verbindung mit der Verordnung über Allgemeine Bedingungen für den Netzanschluss und dessen Nutzung für die Elektrizitätsversorgung in Niederspannung ist nur der Netzbetreiber berechtigt die Trafostation an das bestehende Elektrizitätsversorgungsnetz anzuschließen. Daher ist für diesen Auftrag der Wettbewerb mit anderen Marktteilnehmern nicht gegeben. Die Beauftragung eines dritten zur Herstellung des Anschlusses der Trafostation ist folglich ausgeschlossen.
