Im Rahmen des vorliegenden Teilnahmewettbewerbs beabsichtigen wir, Sicherheitsdienstleistungen für die Kreuzfahrterminals im Hamburger Hafen auszuschreiben. Die Sicherheitsleistungen sind integraler Bestandteil der Hafen- und Terminalorganisation und tragen maßgeblich zur Gewährleistung eines sicheren, regelkonformen und reibungslosen Kreuzfahrtbetriebs bei. In der kommenden Ausschreibung werden die bereits genannten Kreuzfahrtterminals (Steinwerder, Altona und HafenCity) in einzelne Lose aufgeteilt. Somit hat ein Sicherheitsdienstleister die Möglichkeit, sich nur auf ein Los zu bewerben oder auch ein Gesamtpaket für alle Kreuzfahrtterminals anzufertigen. Die Aufteilung aller Anläufe (ca. 330 im Jahr 2027) an den unterschiedlichen Terminals lässt sich wie folgt darstellen: Cruise Center Steinwerder 50%, Cruise Center HafenCity 30%, Cruise Center Altona 20% Die zu erbringenden Leistungen erfolgen auf Grundlage des International Ship and Port Facility Security Code (ISPS-Code) sowie unter strikter Einhaltung der jeweils gültigen Vorgaben der Designated Authority für den Hamburger Hafen. Ziel ist die Sicherstellung eines international anerkannten Gefahrenabwehrniveaus gemäß SOLAS-Übereinkommen sowie die konsequente Umsetzung aller nationalen und hafenrechtlichen Sicherheitsanforderungen. Der Leistungsumfang umfasst insbesondere: · Durchführung von Zutritts- und Zufahrtskontrollen für Personen, Fahrzeuge und Lieferverkehre · Kontrolle und Überwachung von Sicherheitsbereichen (Restricted Areas) gemäß Gefahrenabwehrplan · Durchführung von Personen- und Gepäckkontrollen unter Anwendung zugelassener Kontrolltechnik · Umsetzung von Maßnahmen bei erhöhten Gefahrenstufen (Security Level 1 -3) · Unterstützung des Port Facility Security Officer (PFSO) bei der Umsetzung der Gefahrenabwehrpläne · Dokumentation, Meldewesen und enge Abstimmung mit Behörden, Wasserschutzpolizei und Terminalbetreiber Sicherheitsdienst für CC1 Hafencity; Sicherheitsdienst für CC2 Altona; Sicherheitsdienst für CC3 Steinwerder
