Gegenstand der Vergabe sind Leistungen der Objektplanung Gebäude und Innenräume. Zunächst werden ausschließlich die Leistungsphasen 1 und 2 beauftragt. Eine Beauftragung weiterer Leistungsphasen bleibt ausdrücklich vorbehalten und erfolgt nur durch gesonderten schriftlichen Abruf der Auftraggeberin. Sie steht insbesondere unter dem Vorbehalt der erforderlichen politischen Beschlüsse. Ein Anspruch des Auftragnehmers auf die Beauftragung weiterer Leistungsphasen besteht nicht.
