Der Bezirk Mitte, das Jugendamt, plant auf dem Gelände der Edinburger Straße 55 eine neue Jugendfreizeiteinrichtung für die Region Parkviertel zu errichten. Die Schülerschaft der umliegenden Oberschulen soll durch die Errichtung neuer Freizeitbereiche explizit angesprochen werden. Auf dem Gelände befindet sich derzeit eine Jugendeinrichtung. Das Grundstück befindet sich im Eigentum des Landes Berlin Mitte. Die Grundstücksfläche beträgt 941 m². Das marode und schadstoffbelastete Bestandsgebäude soll für die Errichtung eines Ersatzneubaus voraussichtlich abgerissen werden. Vom Bedarfsträger liegt zur Erstellung der Vorplanungsunterlage das Bedarfsprogramm (BP) aus dem Jahr 2017 sowie eine Vorplanungsunterlage (VPU) aus dem Jahr 2019 vor. Die VPU ist durch die grundlegenden und umfassenden Änderung der Gesetzesgrundlage durch die Einführung des GEG komplett zu überarbeiten und anzupassen. Des Weiteren wurde im Jahr 2015 eine Sanierung des Bestandsgebäudes in einer Vorplanungsunterlage (VPU) untersucht. Für den Nachweis der Wirtschaftlichkeit nach § 7 LHO wird im Vorfeld, also vor Beginn der Vorplanung, eine Kosten-Nutzen-Untersuchung hinsichtlich der Varianten Gesamtsanierung und Ersatzneubau (inkl. Abriss) erstellt, für die ggf. Zuarbeiten optional zu erbringen sind. Zunächst sollen Leistungen in der Leistungsphase 2 gemäß §55 HOAI in Verbindung mit Anlage 15 Nummer 15.1 vergeben werden. Anschließend können optional die Leistungsphasen 3-9 vergeben werden. Leistungsphase 2 und die optionalen Leistungsphasen 3-9 werden alternativ für einen Neubau oder für eine Gesamtsanierung vergeben. Zunächst soll die Leistungsphase 2 gemäß §55 HOAI in Verbindung mit Anlage 15 Nummer 15.1 für eine Gesamtsanierungs- oder eine Neubaumaßnahme vergeben werden. Anschließend können optional die Leistungsphasen 3-9 gemäß §55 HOAI in Verbindung mit Anlage 15 Nummer 15.1 für einen Neubau oder alternativ für eine Gesamtsanierung vergeben werden. Diet Beauftragung erfolgt stufenweise. Die vorläufigen anrechenbaren Kosten (netto) betragen beim Umbau/Sanierung bzw. für den Ersatzeubau 1.763.848,74 ,- €.
