SektVO-Vergabeverfahren zur Auswahl des Dienstleistungserbringers der Leistungen TWP, Leistungsphasen 1-6 gemäß §§ 49 ff. HOAI Der Zweckverband Bodensee-Wasserversorgung versorgt ca. vier Millionen Menschen in Baden-Württemberg mit Trinkwasser aus dem Bodensee, das aus dem See entnommen und in die Aufbereitungsanlage auf dem Sipplinger Berg gefördert wird. Bestandteil auf dem Sipplinger Berg ist Areal A. Das Areal A ist ein Baufeld mit ca. 5.500 m2, auf dem der Neubau eines Laborgebäudes mit integrierten Büroflächen, mikrobiologischen und chemischen Laborraum sowie Lagerflächen, der Neubau eines Parkhauses zur teilweisen Deckung des Stellplatzbedarfs auf dem Areal des Sipplinger Bergs und der Neubau einer zentralen Zutrittspforte realisiert werden sollen. Die Zutrittspforte soll als Hauptzugang für das gesamte Areal Sipplinger Berg dienen und unter anderem einen Veranstaltungsort umfassen. Da es sich bei der Gesamtanlage auf dem Sipplinger Berg um eine kritische Infrastruktur handelt, muss das gesamte Ensemble auf dem Areal A nach außen so verbunden werden, dass gegen den Zutritt Unbefugter geschützt ist. Zudem müssen die Belange der bestehenden Windkesselanlage auch technisch so berücksichtigt werden, dass es einer einheitlichen Planung bedarf. Dies gilt nicht nur in Bezug auf die drei Gebäude, sondern auch in Bezug auf die Verkehrsanlagen und die Außenanlagen, die den drei Gebäuden untergeordnet werden müssen, um die erforderliche Erschließung, die neben der Anlieferung mit einem Sattelzug auch den Besucherverkehr aufnehmen muss, überhaupt auf dem Areal A realisieren zu können. Dabei ist auch zu berücksichtigen, dass die Verhältnisse auf dem Areal A beengt sind und insbesondere auch durch die bestehende Windkesselanlage weiter eingeschränkt werden. Bereits dies erfordert ein gesamtheitliches Baulogistikkonzept für das Areal A. Eine Förderung ist nicht angedacht. Das Projekt soll in BIM - Methodik 5D abgewickelt werden.
