Description

Der Landkreis Gifhorn plant den Neubau einer Förderschule mit dem Schwerpunkt Geistige Entwicklung am Standort Wittingen. Planung, Vorbereitung und Durchführung der Baumaßnahme soll durch den Auftraggeber erfolgen. Gemäß Bedarfsplanung soll die Schule zunächst 1-zügig geplant werden, jedoch die Möglichkeit einer 2-zügigen Erweiterbarkeit berücksichtigen. Mit der Erarbeitung einer Machbarkeitsstudie inklusive Kostenschätzung wurde ein externes Planungsbüro beauftragt. Die Brutto-Grundfläche (BGF) für den Neubau beträgt insgesamt ca. 6.676 m². Die geschätzten Investitionskosten belaufen sich auf ca. 37,78 Mio. EUR brutto. Im Rahmen einer Wirtschaftlichkeitsuntersuchung (Anlage 5) wurden ergebnisoffen verschiedene Beschaffungsvarianten untersucht. Das Baugrundstück befindet sich an der Straße Am Kleinbahnhof in 29378 Wittingen und umfasst eine Grundstücksfläche von ca. 13.826 m². Gemäß der Gebäudekonzeption gliedert sich das Schulgebäude in mehrere Funktionsbereiche, darunter einen Gemeinschaftsbereich, Fachunterrichtsräume (FUR I und FUR II), allgemeine Unterrichtsräume (AUR), eine Sporthalle, einen Therapiebereich mit Trainingswohnung sowie einen Verwaltungsbereich im Obergeschoss. Die Bruttogrundfläche des Schulgebäudes beträgt ca. 5.939 m². Darüber hinaus sind Erweiterungsflächen für zusätzliche Unterrichtsräume vorgesehen, um die 2-zügige Erweiterbarkeit sicherzustellen. Die Außenanlagen umfassen u. a. Pausenhöfe, eine Außensportfläche (ca. 1.300 m²), eine Spielfläche sowie Parkplatz- und Vorfahrtsflächen von ca. 5.000 m² mit insgesamt 88 Stellplätzen. Hinsichtlich der erforderlichen Außenanlagen sind die besonderen Anforderungen einer Förderschule mit dem Schwerpunkt Geistige Entwicklung zu berücksichtigen. Die Einzelheiten ergeben sich aus der Bedarfsplanung sowie der Machbarkeitsstudie. Gegenstand dieses Verfahrens sind die für die Projektvorbereitung, Planung und Umsetzung des verfahrensgegenständlichen Bauvorhabens erforderlichen Generalplanungsleistungen (LPH1-9), insbesondere wie sie im Leistungsbild (Anlage 2c) sowie dem Muster-Generalplanervertrag (Anlage 2b) beschrieben sind.
