Description

Der ZVTKA ist eine Körperschaft des öffentlichen Rechts, die sich aus verschiedenen Städten und Gemeinden, Verwaltungsgemeinschaften, Zweckverbänden und gKUs aus dem Gebiet München-West bzw. Nordwest als Verbandsmitglieder zusammensetzt. Hauptaufgabe des ZVTKA ist die Organisation und Koordination der Klärschlammverwertung aus dem Verbandsgebiet. Die vorliegende Ausschreibung umfasst die Leistungen zur Behandlung, -Abfuhr sowie der anschließenden thermischen Verwertung inkl. des Phosphorrecyclings der Klärschlämme (KS) von Kläranlagen (KA) der Verbandsmitglieder. Dies beinhaltet auch die Bereitstellung von erforderlichen Containern, die für die Abfuhr des auf den KA anfallenden, entwässerten KS erforderlich sind. Ferner umfasst die vorliegende Ausschreibung den Transport, das Vorhalten, das Bedienen sowie den Abtransport einer mobilen Schlammentwässerung auf das/dem Gelände der KA, die eine KS-behandlung in Form einer (mobilen) Schlammentwässerung benötigen. Der Zweckverband Thermische Klärschlammverwertung Amperland (ZVTKA) ist eine Körperschaft des öffentlichen Rechts, die sich aus verschiedenen Städten und Gemeinden, Verwaltungsgemeinschaften, Zweckverbänden und gKUs aus dem Gebiet München-West bzw. Nordwest als Verbandsmitglieder zusammensetzt. Hauptaufgabe des ZVTKA ist die Organisation und Koordination der Klärschlammverwertung (KS-Verwertung) aus dem Verbandsgebiet. Das Verbandsgebiet des ZVTKA umfasst zum Zeitpunkt der Ausschreibung 21, ab dem 01.01.2026 22 Verbandsmitglieder, bzw. Verbandskläranlagen (Verbands-KA). Die vorliegende Ausschreibung umfasst die Leistungen zur Behandlung, Abfuhr sowie der anschließenden thermischen Verwertung der Klärschlämme aus den KA der Verbandsmitglieder. Dies beinhaltet im Wesentlichen folgende Leistungen: - Den Transport, das Vorhalten, das Bedienen sowie den Abtransport einer mobilen Schlammentwässerung auf das/dem Gelände der KA, die eine KS-Vorbehandlung in Form einer (mobilen) Schlammentwässerung benötigen. - Das Bereitstellen, Vorhalten und Auswechseln von Containern zur Zwischenlagerung von entwässertem KS. - Das Abtransportieren der mit entwässertem KS gefüllten Container zu einer KS-Verwertungsanlage. - Die thermische Verwertung der KS inkl. Phosphorrecycling. Der AN ist verpflichtet den phosphathaltigen Asche-Grundstoff stofflich so zu verwerten, dass er von ihm oder von Drittfirmen als Grundstoff für die Herstellung von Düngemitteln genutzt und so dem Stoffkreislauf zugeführt wird. Die Vergabe erfolgt als Festpreisvergabe, gemäß §58 Abs. 2 der Vergabeverordnung (VgV) allein anhand qualitativer und umweltbezogener Wertungskriterien (Zuschlagskriterien). Der Preis für die mobile Entwässerung des KS sowie der Preis für die thermische Verwertung des KS inkl. Phosphorrecyling werden über den Ausschreibungszeitraum hinweg fixiert (siehe Anlage 6). Der Preis pro m³ zu entwässernden KS wird auf 8,20 EUR (netto) festgelegt. Der Preis für die Verwertung des KS wie oben beschrieben, wird auf 120,- EUR (netto) festgelegt. Diese Preise werden während der Vertragslaufzeit anhand des in Anlage 6 enthaltenen Preisindex fortgeschrieben (siehe Anlage 6).
