Gegenstand der Vergabe ist die Bereitstellung einer cloudbasierten Standardsoftware (Software as a Service, SaaS) einschließlich Einführung, Konfiguration, Betrieb und Support zur integrierten Ziel?, Maßnahmen? und Budgetplanung. Die Lösung soll eine durchgängige, digital unterstützte Planung, Steuerung und Berichterstattung ermöglichen und dabei fachliche und finanzielle Planungsprozesse in einem System integrieren. Die Leistung umfasst insbesondere die SaaS-Bereitstellung einschließlich Hosting, Implementierung, Schulung, Wartung sowie Service- und Supportleistungen. Gegenstand der Beschaffung ist die Bereitstellung, Implementierung und der Betrieb einer cloudbasierten Standardsoftwarelösung (Software as a Service, SaaS) zur integrierten Unterstützung der Ziel?, Maßnahmen? und Budgetplanung. Die zu beschaffende Lösung soll eine durchgängige, digital unterstützte Planung, Steuerung und Berichterstattung ermöglichen und dabei insbesondere die fachliche und finanzielle Planung innerhalb eines Systems medienbruchfrei miteinander verknüpfen. Die Leistungen des Auftragnehmers umfassen insbesondere: - die Bereitstellung der Software als SaaS-Lösung einschließlich Hosting, Wartung, Updates und Betrieb, - die Einführung und fachliche Initialkonfiguration der Software einschließlich Einrichtung von Strukturen, Rollen, Workflows und Berichten, - die Schulung der Anwenderinnen und Anwender sowie der Administrationsrollen, - die Erbringung von Service- und Supportleistungen während der Vertragslaufzeit einschließlich Monitoring und Störungsmanagement, - die Durchführung von Wartungs- und Weiterentwicklungsleistungen im Rahmen des Standardprodukts. Die Softwarelösung muss als konfigurierbare Standardsoftware bereitgestellt werden. Anpassungen erfolgen vorrangig durch Konfiguration und Parametrisierung innerhalb des Standardfunktionsumfangs. Der Leistungsumfang umfasst zudem die Unterstützung beim initialen Aufbau eines fachlich nutzbaren Planungssystems sowie die Integration mit bestehenden Systemen über geeignete Schnittstellen. Ziel der Beschaffung ist die Einführung eines revisionssicheren, integrierten Systems zur Planung, Steuerung und Auswertung von Zielen, Maßnahmen und Budgets auf Basis des Haushaltsjahres.
