Machbarkeitsstudie zum ESA/M8 Missionsvorschlag "Theon" mit Fokus auf der Machbarkeit der UV-VIS-Exoplaneten Mission und der Erarbeitung eines Anforderungs- und Missionsprofils Die European Space Agency ("ESA") hat im Rahmen ihres jahrzehntelang ausgelegten Forschungsprogramms "Voyage 2050" am 19.03.2025 dazu aufgerufen, Vorschläge für eine Weltraumforschungs-Mission der Klasse M (medium size) einzureichen. Die LMU möchte einen solchen Vorschlag einreichen. Thematisch soll ein großes Weltraumteleskop mit besonderen optischen Teilen und drei Spektografen vorgeschlagen werden ("Theon"). Dessen Machbarkeit muss in einer Machbarkeitsstudie in englischer Sprache theoretisch untersucht werden. Als Basis der Machbarkeitsstudie soll die bestehende Analyse eines spezifischen Teleskops (Hypatia: ein stark leichtgewichtetes 4 m Apertur nah-infrarot Teleskop) mit besonderen Elementen (STOIC: ein parallel am Fraunhofer IOF entwickeltes, weltraumtaugliches Wellenfrontkorrigierendes Element) dienen. Die Machbarkeitsstudie passt dies auf den Anwendungsfall von Theon an. Die Machbarkeitsstudie hat zwei primäre Studienziele: - Parameter des Teleskops, sowie seine Machbarkeit im Hinblick auf Startmasse, Start-lasten und Herstellbarkeit (siehe Kapitel 5.2.2.1 der Vergabeunterlage) - Missionsprofil und Abschätzungen für Treibstoff und Lebensdauern der Flugsysteme und der wissenschaftlichen Systeme (siehe Kapitel 5.2.3 der Vergabeunterlage) Die Machbarkeitsstudie hat zudem ein sekundäres Studienziel: - Die Iteration und Verifikation aller Parameter der Instrumente (siehe Kapitel 5.2.2.2 der Vergabeunterlage). Die Machbarkeitsstudie soll dabei den Antragsprozess zur ESA M8 Mission unterstützen und frühzeitig die Kernpunkte der Machbarkeit dieser Missionsidee klären. Zwecks Finanzierung der Machbarkeitsstudie hat die LMU eine Förderung beim Deutsche Zentrum für Luft- und Raumfahrt e. V. ("DLR") beantragt. Mit Nachricht vom 13.05.2025 wurde von der DLR eine Förderung unverbindlich in Aussicht gestellt. Dabei wurde angekündigt, dass die ANBest-P und die BNBest-BMBF 98 Bestandteil des Förderbescheides werden sollen. Vor diesem Hintergrund erfolgt dieses Vergabeverfahren mit dem Ziel, einen Auftragnehmer ("AN") zu finden, der die Machbarkeitsstudie durchführt. Der Vertrag ist als Anlage 1 Teil dieser Vergabeunterlage. Er basiert auf dem Mustervertrag "FE-Vertrag ZE" inklusive der "Allgemeinen Bestimmungen für Forschungs- und Entwicklungsverträge der Zuwendungsempfänger des Bundesministeriums für Bildung und Forschung (BEBF ZE 98)". Wo der Mustervertrag Alternativen vorsieht, behält sich der Auftraggeber vor, diejenige Alternative nachträglich auszuwählen, welche ihm vom Fördermittelgeber vorgegeben wird.
