Planung und Neubau einer Leitstelle im Rahmen eines ÖPP- Inhabermodells Die Leitstelle Ems-Vechte AöR plant im Rahmen des Leitstellenverbunds für die Landkreise Emsland und Grafschaft Bentheim den schlüsselfertigen Ersatzneubau einer Leitstelle in Meppen-Versen. Zum Leistungsumfang gehören Planung und Bau (einschließlich Leitstellentechnik), Zwischen- und Endfinanzierung sowie die Erbringung der Wartungsleistungen innerhalb der verlängerten Gewährleistungsfristen im Rahmen einer Gesamtvergabe (analog einem ÖPP-Inhabermodell) durch einen Totalunternehmer bzw. Generalübernehmer.
