Die Hansestadt Herford ist Eigentümerin des Bildungscampus Herford (ehemalige Wentworth-Kaserne), und damit auch Eigentümerin der Bestandsgebäude C, D und E. Die Gebäude wurden Mitte der 1930er Jahre als Kasernengebäude gebaut. Die Fassaden und die Treppenhäuser stehen unter Denkmalschutz. Die Gebäude C, D und E sollen für eine Nutzung als Verwaltungs- und Bürogebäude sowie u.a. einer Pflegeschule saniert und umgebaut werden. Die Stadtentwicklungsgesellschaft Herford (SEH) schreibt hier im Auftrag der Hansestadt Herford aus. Hierbei ist von folgenden Flächen auszugehen: - Gebäude C: ca. 5.651 m² BGF - Gebäude D: ca. 5.651 m² BGF - Gebäude E: ca. 5.916 m² BGF Der nichtkonstruktive Abbruch der Gebäude und die Schadstoffbeseitigung wurden bereits ausgeschrieben und sind durchgeführt worden. Damit ist der Gebäudezustand als "schadstofffrei" zu klassifizieren. Lediglich in den vorhandenen Dachgauben ist noch von einer Schadstoffbelastung in Form von Asbestplatten auszugehen, die vom späteren Auftragnehmer fachgerecht auszubauen und zu entsorgen sind. Die SEH beabsichtigt, die Flächen nach Fertigstellung an Dritte zu vermieten. Entsprechende Mietverträge sind in Vorbereitung bzw. bereits abgeschlossen. Die vom späteren Auftragnehmer zu erbringenden Leistungen enden an der "Gebäudekante", d.h. der spätere Auftragnehmer ist nicht für die Herrichtung und Erstellung der Außenanlagen/Freiflächen verantwortlich. Zur Sicherstellung einer zeitlich optimierten und wirtschaftlich sicher kalkulierbaren Projektumsetzung hat sich die Auftraggeberin entschieden, die Planungs- und Bauleistungen bis zur schlüsselfertigen Fertigstellung der Gebäude C, D und E aus einer Hand durch ein Unternehmen im Rahmen einer Gesamtvergabe (TU-Modell) erbringen zu lassen. Die vom späteren Auftragnehmer zu erbringenden Leistungen umfassen dabei insbesondere - die vollständige Planung (Objektplanung, TGA-Planung, Tragwerk) inkl. der Vorbereitung und Einreichung des Bauantrags für die Sanierung/den Umbau der Gebäude C/D/E, - die Planung und Errichtung der Baustelleneinrichtung, - die Sanierung/der Umbau der Gebäude C/D/E.
