Planung und Errichtung des "Center for Hybrid Electric Systems Cottbus - chesco" durch einen Totalübernehmer oder einen Totalunternehmer auf Grundlage einer funktionalen Leistungsbeschreibung (FLB) Gegenstand der Ausschreibung ist die Realisierung eines weltweit einzigartigen Campus zur Erforschung hybrid-elektrischer Antriebe unter dem Titel "Center for Hybrid Electric Systems Cottbus - chesco". Die wesentlichen Zielsetzungen des Vorhabens umfassen die bereichsübergreifende, zukunfts- und umweltorientierte Fokussierung auf alternative Antriebe zur Energiewandlung und die damit geplante nachhaltige Reduzierung des CO2-Ausstoßes in der Luftfahrt durch innovative Luftfahrtantriebssysteme. Hierfür werden hybrid-elektrische und elektrische Systeme in den Bereichen Luftfahrt, Bahn, Straße und Off-road erforscht und hergestellt. Für die Umsetzung des Vorhabens wird ein leistungsstarker, verlässlicher und gesamtverantwortlicher Totalübernehmer oder Totalunternehmer gesucht, dem umfassende Planungs- und Errichtungsaufgaben für das Projekt übertragen werden. Das Projekt umfasst die schlüsselfertige Planung und Errichtung des Forschungszentrums in Gestalt von drei Funktionseinheiten (test center - tc, ca. 7.062,00m2 NUF 1-6; fast-make electrification research center - f-merc, ca. 7.263,00 m2 NUF 1-6; research center - rc, ca. 3.354,00 m2 NUF 1-6) sowie die dazugehörigen Infrastrukturmaßnahmen und Außenanlagen (ia) auf dem Gelände des Technologie- und Innovationspark (TIP), dem ehemaligen Cottbuser Flughafen, der Platz für ein ca. 52 ha umfassendes Baufeld bietet. Ausführliche Projektbeschreibungen sind den Vergabeunterlagen zu entnehmen. Der Auftraggeber beabsichtigt die Vergabe der vorgenannten Maßnahmen als einheitliches Gesamtpaket an einen einzigen Auftragnehmer. Eine Losaufteilung ist nicht vorgesehen. Die Leistungen werden in einem einheitlichen, europaweiten Verhandlungsverfahren mit vorgeschaltetem Teilnahmewettbewerb vergeben. Durchführung des Vergabeverfahrens ist Teil einer umfassenden Projektrealisierungsstrategie für das Bauvorhaben "chesco".
