Gegenstand der Ausschreibung ist der Abschluss einer Mehr-Partner-Rahmenvereinbarung über die Errichtung von Unterkünften in Modul- und Containerbauweise zur Unterbringung von Flüchtlingen und Asylbewerbern im Landkreis München sowie, auf Grundlage dieser Rahmenvereinbarung, die gesonderten Miniwettbewerbe für die drei konkreten Einzelaufträge für die Standorte Grünwald, Sauerlach und Haar. Das Verfahren ist zweistufig aufgebaut: Auf der ersten Ebene wird mit geeigneten Bietern die Rahmenvereinbarung geschlossen (Voraussetzung: Erfüllung der Eignungsanforderungen und mindestens zwei Punkte im Umsetzungskonzept). Auf der zweiten Ebene werden unter den Rahmenvertragspartnern Miniwettbewerbe für konkrete Bauvorhaben durchgeführt. Der Zuschlag für den jeweiligen Einzelauftrag geht an das wirtschaftlichste Angebot. Die Obergrenze beträgt insgesamt 20 Unterkünfte. Leistungsgegenstand: Der Leistungsumfang umfasst die schlüsselfertige Errichtung von Wohnanlagen in Modul- bzw. Containerbauweise als Komplettleistung, insbesondere: • Herstellung, Transport, Aufbau und Installation der Anlage einschließlich Baustelleneinrichtung • Sämtliche Planungsleistungen (Objektplanung, Brandschutz, Statik, Freiflächenplanung, ggf. Bodengrunduntersuchungen); Einhaltung des GEG ist Vertragsbestandteil • Fundamentierung mit Stahlbetonfundamenten • Erschließung (Kanal, Wasser, Strom, Telekommunikation/WLAN, Brandmeldeanlage) • Einholung behördlicher Genehmigungen • Instandhaltung der errichteten Unterkünfte Der Auftraggeber hat zudem die Option, den Rückbau und die Umsetzung der Unterkünfte nach Fertigstellung zu verlangen. Konkrete Vorhaben (Miniwettbewerbe) Drei Bauvorhaben werden als erste Miniwettbewerbe ausgeschrieben: 1. Grünwald - Containerbauweise, 72 Personen (6er-Wohneinheiten), Kalkulation nur nach Entwurf des AG. 2. Sauerlach - Modulbauweise, 100 Personen (4er- und 6er-Wohneinheiten, 2 barrierefreie Einheiten), inkl. Bewachungs-, Sozialberatungs- und Büroeinheit. Eigener Entwurf des Bieters zulässig. 3. Haar - Eingeschossige Containeranlage, separate Wohn- und Funktionsgebäude. Tiefbauarbeiten erfolgen bauseits durch den AG. Eigener Entwurf des Bieters zulässig.
