Inhalt der Ausschreibung sind die Generalunternehmer-Leistungen zur Planung, Errichtung und Inbetriebnahme einer Anlage zur Turbinenabdampfnutzung der Entnahme-Kondensation-Turbine (TAN-Anlage) des MHKW Offenbach inklusive der dafür notwendigen Nebenanlagen. Die Energieversorgung Offenbach AG (EVO) betreibt am Standort Energiewerk Offenbach ein Müllheizkraftwerk (MHKW), welches zur Entsorgungssicherheit von Hausmüll und hausmüllähnlichen Gewerbeabfällen sowie von Klärschlämmen im Rhein-Main-Gebiet beiträgt. Das MHKW verfügt über drei Müllverbrennungslinien, die zur Strom- und Fernwärmeerzeugung genutzt werden. Zusätzlich befindet sich eine Mono-Klärschlammverwertungsanlage auf dem Betriebsgelände. Mit der geplanten Stilllegung der Kohleblöcke des Heizkraftwerks Offenbach (HKW) und der voranschreitenden Dekarbonisierung der Fernwärmeerzeugung des Stadtgebiets Offenbach wird das MHKW der Hauptwärmelieferant für die Fernwärmeversorgung. Das MHKW in der heutigen Konfiguration deckt überwiegend die Wärmegrundlast des Fernwärmesystems ab und soll zukünftig auch maßgebliche Teile der Wärmemittellast liefern. Um diesen höheren Beitrag zur Mittellastabdeckung der Fernwärme liefern zu können, soll die Anlagentechnik erweitert werden. Im Rahmen dieser Ausschreibung soll die Nutzung der im Abdampf der bestehenden Turbine (TAN-Anlage = Turbinenabdampfnutzung) enthaltenen Wärme für die Fernwärmeversorgung mittels einer Verdichteranlage und anschließender Kondensation realisiert werden. Neben der Anlagentechnik ist die zugehörige Elektro- und Leittechnik sowie die Bautechnik (Gebäude, Fundamente, TGA, Stahlbau) zu planen und zu errichten. Der Liefer- und Leistungsumfang des Auftragnehmers umfasst alle Arbeiten, die zur Planung, Lieferung, und Errichtung und Inbetriebsetzung einer funktionsfähigen TAN Anlage im Bestand notwendig sind. Hierbei ist er frei, wie die funktionalen und gestalterischen Anforderungen des AG umgesetzt werden. Im Rahmen der Ausschreibung sind insbesondere, aber nicht ausschließlich, die folgenden Lieferungen und Leistungen zu erbringen: Ausführungsplanung, Leistungen der Projektorganisation, Anlagentechnik, Elektrotechnik, Leittechnik sowie Bautechnik.
