Innovationspartnerschaft zur nachhaltigen Schlammstellenbeseitigung mittels innovativer, modular einsetzbarer Maschinentechnik (Rahmenvereinbarung) // Ziel des Verfahrens ist der Abschluss einer Innovationspartnerschaft mit bis zu zwei Innovationspartnern. Die abzuschließende Innovationspartnerschaft soll zweistufig ablaufen: In einer ersten Phase (Forschungs- und Entwicklungsphase) ist eine innovative, modular einsetzbare Maschinentechnik gemäß den Lastenheftvorgaben des Auftraggebers, die die nachhaltige Beseitigung von Schlammstellen in einer Sperrpause von bis zu 8 Stunden ermöglicht, zu entwickeln. Bei Erreichen der Entwicklungsziele sollen die Innovationspartner Bauleistungen (Instandhaltungsarbeiten am Eisenbahnoberbau) unter Einsatz der entwickelten innovativen Maschinentechnik zur nachhaltigen Schlammstellenbeseitigung erbringen (Leistungsphase). Die Leistungsphase ist dabei als Rahmenvereinbarung ausgestaltet. Außerdem beabsichtigt der Auftraggeber, im Rahmen der Leistungsphase eine bestimmte Mindestmenge je Vertragsjahr an die Innovationspartner zu vergeben. Dies sind Mengenzusagen, in deren Höhe der Auftraggeber sich verpflichtet, den jeweiligen Innovationspartner während der Laufzeit der Leistungsphase (Rahmenvereinbarung) zu beauftragen. Für weitere Einzelheiten wird auf die Vergabeunterlagen verwiesen. // Hintergrund des Beschaffungsvorhabens: Schlammstellen sind die Ursache für eine Vielzahl von Langsamfahrstellen und u.U. sogar Streckensperrungen. Ein verschlammter Untergrund, der häufig lokal begrenzt ist auf Bereiche von 10 bis 50m, ist eine häufige Ursache für Gleislagefehler. Deren nachhaltige Beseitigung bei gleichzeitig möglichst geringem Eingriff in den laufenden Eisenbahnbetrieb ist daher von besonderem Interesse für die DB InfraGO AG als Auftraggeber. Eine Bearbeitung des Eisenbahnoberbaus im herkömmlichen Verfahren oder mit Großmaschinentechnik ermöglicht nicht immer auch gleichzeitig eine dauerhafte Beseitigung der Ursachen für eine Schlammstelle. Diese Ursachen sollen mit der abzuschließenden Innovationspartnerschaft angegangen werden, indem auch ein großer Fokus auf der Instandsetzung und die Wiederherstellung der Entwässerung liegt.
