Die DB InfraGO AG ist mit einem Streckennetz von über 33.000 km Schienenweg der größte Eisenbahninfrastrukturbetreiber in Deutschland. Die Gleisinfrastruktur erfordert eine laufende Instandhaltung. Zum Teil dieser Instandhaltung gehört auch die Beseitigung von Schlammstellen im Schienennetz.  Schlammstellen sind die Ursache für eine Vielzahl von Langsamfahrstellen und u.U. sogar Streckensperrungen. Ein verschlammter Untergrund, der häufig lokal begrenzt ist auf Bereiche von 10 bis 50 m, ist eine häufige Ursache für Gleislagefehler. Deren nachhaltige Beseitigung bei gleichzeitig möglichst geringem Eingriff in den laufenden Eisenbahnbetrieb ist daher von besonderem Interesse für die DB InfraGO AG. Eine Bearbeitung des Eisenbahnoberbaus im herkömmlichen Verfahren oder mit Großmaschinentechnik, bei dem in der Regel ein Oberbau-Austausch inkl. Stopfen des Schotters erfolgt, ermöglicht nicht immer auch gleichzeitig eine dauerhafte Beseitigung der Ursachen für eine Schlammstelle. Ziel ist eine dauerhafte (i.d.R. min. 10 Jahre) Beseitigung der Schlammstellen, die die DB-seitigen Anforderungen bzgl. Wirtschaftlichkeit, Qualität und betrieblichen Einschränkungen wie z.B. die Einhaltung vorgegebener Zeiten für Gleissperrung erfüllen. Als Ergebnis der Markterkundung (begonnen im Mai 2024, Veröffentlichung im EU-Amtsblatt, Nr. 276055-2024) sind keine geeigneten Bauverfahren zur Durchführung von Leistungen zur dauerhaften Beseitigung von Schlammstellen im Eisenbahnoberbau am Markt vorhanden bzw. verfügbar, die die betrieblichen Anforderungen der DB InfraGO erfüllen. Der Einsatz von bereits am Markt vorhandener Großmaschinentechnik oder bereits im Einsatz befindlicher Bauverfahren erfüllt den Beschaffungsbedarf nicht. Ziel der vorliegend geplanten Beschaffung ist die Entwicklung einer innovativen Maschinentechnik, die Schlammstellen innerhalb der SB²-Sperrzeitenplanung nachhaltig beseitigen kann. Die SB²-Sperrzeitenplanung ermöglicht künftig wiederkehrende Zeitfenster von bis zu 8h Sperrzeit in einer vier- bis achtwöchigen Frequenz. Innerhalb dieser Zeitfenster soll der Eisenbahnoberbau durch Beseitigung der Schlammstelle mittels der innovativen Maschinentechnik instandgesetzt werden. Es soll die Entwicklung/ und Zulassung einer neuen modularen Maschinentechnik zur Beseitigung von Schlammstellen sowie die anschließende Durchführung von Bauleistungen in der Leistungsphase für einen Zeitraum von 4 Jahren (+ ggf. Verlängerung) nach erfolgreicher Zulassung bzw. DB-Freigabe beschafft werden. Beschaffungsziel: Beseitigung von Schlammstellen mittels innovativer, modularer noch zu entwickelnder Maschinentechnik (Bauleistung). Die Innovationspartnerschaft gliedert sich in eine Entwicklungs- und eine Leistungsphase. 1. F&E-Phase: In der Entwicklungsphase soll der Innovationspartner die modulare Maschinentechnik auf Grundlage der Vorgaben des Auftraggebers entwickeln. Die Entwicklungsphase soll 18 Monate dauern. Der Auftragnehmer erhält für seine Kosten zur Durchführung der F&E-Phase eine Aufwandsentschädigung. Die Maschinentechnik ist so zu entwickeln, dass sie sich für den Einsatz auf bereits auf dem dt. öffentlichen Schienennetz zugelassenen, als Trägerfahrzeug eingesetzten Güterwagen eignet (z.B. Flachwagentechnik), um eine neuerliche Zulassung der Technik zu vermeiden. Funktionen der zu entwickelnden Maschinentechnik: Im Einzelnen soll die neue Maschinentechnik folgende IH-Tätigkeiten maschinell durchführen („Module“ für einzelne Tätigkeiten i.d.R. Schlammstellenbeseitigung, die jeweils separat einsetzbar sein sollen): Leistungsmodul 1: Entwässerung, d.h. insb. Bahngraben räumen und instandsetzen bzw. neu herstellen. Modul 2: Flankenreinigung, d.h. insb. Schotter erneuern Modul 3: Schlammstellenbeseitigung, d.h. Schotter erneuern, Planum wieder herstellen, bei Bedarf Planums Schutzschicht erneuern. Weitere Mindestanforderungen an die zu entwickelnde Maschinentechnik werden Gegenstand der Vergabeunterlagen sein.
