Der Aufttraggeber plant eine Hochgeschwindigkeitsstrecke (ABS/NBS) zwischen Stuttgart und Augsburg. Die baulichen Anlagen im Bereich des Planfeststellungsabschnittes (PFA) 1.3a umfassen den autobahnparallelen, hauptsächlich oberirdischen Verlauf der zweigleisigen Neubaustrecke (NBS) auf den Fildern sowie die Errichtung und die Anbindung der Station NBS mit dem Flughafentunnel an die Neubaustrecke. Im Westen schließt der PFA 1.3a an den PFA 1.2, Fildertunnel, und im Osten an den PFA 1.4, Filderbereich bis Wendlingen am Neckar, an.
