Die Samtgemeinde Emlichheim plant den Bau eines neuen Feuerwehrhauses für die Ortsfeuerwehr in Emlichheim, im Rahmen einer Gesamtvergabe von Planungs- und Bauleistungen durch einen privaten Partner, errichten zu lassen. Zum Leistungsumfang gehören Planung, Bau, Bauzwischen- und Endfinanzierung sowie die Erbringung der Wartungsleistungen innerhalb der verlängerten Gewährleistungsfristen. Die Leistungen werden als Gesamtvergabe an einen Totalunternehmer-/übernehmer (in Anlehnung an ein ÖPP-Inhabermodell) im Verhandlungsverfahren mit Teilnahmewettbewerb vergeben.
