Description

Seit der Inbetriebnahme im Jahr 2024 produziert das Dinslakener Holz- Energiezentrum (DHE) nachhaltig und annähernd CO2-neutral jährlich bis zu 380 GWh Wärme für die FVN. Das DHE besteht aus zwei bau- gleichen, parallel angeordneten Kessellinien mit einer maximalen Feuerungswärmeleistung von 99 MWth (jeweils 49,5 MWth). Als Brennstoff für die Zünd- und Stützfeuerung wird extra leichtflüssiges Heizöl eingesetzt, der primäre Brennstoff besteht ausschließlich aus naturbelassenen Hölzern sowie Althölzer der Kategorien A I bis A III, gemäß Altholzverordnung. Andere Brennstoffe sind nicht zugelassen. Eine Aufbereitung des Brennstoffs findet am Standort der Anlage nicht statt. In den rund 7.500 Betriebsstunden, die pro Jahr erreicht werden, wird Strom und Wärme aus etwa 200.000 Tonnen Altholz gewonnen. Zum Schutz der Umwelt ist das DHE mit einer vierstufigen Rauchgas- reinigung ausgestattet. Diese vier Stufen sind darauf ausgelegt, die Schadstoffemissionen deutlich unter den genehmigten Grenzwerten zu halten. Im Rahmen der thermischen Verwertung bleiben Rückstände aus der; 1. Rostasche, 2. Flugasche, 3. Filterasche als Feststoff, zurück und werden einer detaillierten Analyse unterzogen. Für die kommenden zwei Jahre sollen innerhalb dieses Vergabeverfahrens die Entsorgung der Reststoffe vergeben werden. Bei der Verbrennung des Altholz- gemisches entstehen im Wesentlichen drei Abfallstoffe, die einer Entsorgung zugeführt werden müssen, und zwar die Rostaschen, die Kesselaschen und die Abfälle aus der Rauchgasreinigung. Mit der Entsorgung der Aschen und der Abfälle aus der Rauchgasreinigung ist ihr Schadstoffpotenzial, insbesondere deren physikalischen und chemischen Eigenschaften durch geeignete Analysen zu ermitteln. Die Analysen sind für die gesamte lösliche Fraktion und die Schwer- metalle im löslichen und unlöslichen Teil durchzuführen. Die Rost- aschen, Kesselaschen und Filterstäube sind regelmäßig auf die in Tabelle 3 genannten Parameter nach Anhang 3 der DepV durch ein zugelassenes Labor gemäß § 16 LKrWG untersuchen zu lassen, um die Fachgerechte Entsorgung des Materials sicherzustellen. Folgende Mengen der drei Abfallsorten fallen ungefähr pro Jahr am Dinslakener Holz-Energiezentrum an und müssen nach den gesetzlichen Vorgaben analysiert und entsorgt werden: • Filterstaub (Reststoffe aus Rauchgasreinigung) - 10.000 t/a • Rostasche - 14.500 t/a • Kesselasche - 5.000 t/a Der Wechsel eines Entsorgungsweges wird mit Beginn des Vertrags bei der Bezirksregierung Düsseldorf, Dezernat 52, vom Auftraggeber angezeigt.
