Description

Verhandlungsverfahren mit Teilnahmewettbewerb entsprechend § 12 KonzVgV i.V.m. § 14 Abs. 2, Abs. 3 VgV zur Bestimmung eines Netzbetreibers für die Planung, die Errichtung und den Betrieb eines Gigabit-Netzes im Wirtschaftlichkeitslückenmodell in den nachstehenden Ausbaugebieten nach Maßgabe der Richtlinie "Förderung zur Unterstützung des Gigabitausbau der Telekommunikationsnetze in der Bundesrepublik Deutschland" vom 31.03.2023 (nachfolgend "Gigabitrichtlinie des Bundes 2.0") inkl. der im Zuwendungsbescheid in vorläufiger Höhe genannten Nebenbestimmungen (zum Download bereitgestellt im Downloadbereich des Projektträgers https://gigabit-projekttraeger.de/downloads/). Die ausgeschriebenen Adressen des Erschließungsgebietes sind nach Ergebnis der Markterkundung förderfähige unterversorgte Adressen im Sinne der Gigabitrichtlinie des Bundes 2.0. Aus diesem Grund soll dort ein flächendeckendes Gigabit-Netz (Netz mit einer Mindestbandbreite von 1 Gbit/s symmetrisch für alle Endnutzer der ausgeschriebenen Adressen) in den unterversorgten Gebieten errichtet werden, wobei sich die Up- und Downloadrate mindestens verdoppeln müssen. Der Auftraggeber hat bereits einen Zuwendungsbescheid in vorläufiger Höhe erhalten, der Bescheid über die abschließende Höhe der Zuwendung steht jedoch noch aus und setzt den erfolgreichen Abschluss (gesicherter Netzbetrieb) des vorliegenden Ausschreibungsverfahrens sowie die Einreichung aller erforderlichen Unterlagen für die Konkretisierung des Zuwendungsbescheides in abschließender Höhe voraus. Planung, Errichtung und Betrieb eines Gigabit-Netzes im Wirtschaftlichkeitslückenmodell aller ausgeschriebenen Adressen und Anschlusspunkte auf Basis der Gigabitrichtlinie des Bundes 2.0. Im Übrigen siehe Ausführungen der Bekanntmachung, insbesondere in Ziffern 2.1 und 5.1. Nähere Angaben zu nachfolgenden Punkten ergeben sich aus dem separat angefügten Bekanntmachungsdokument Ziff. 5.1 ff: a) Beschreibung des Ausbaugebietes allgemein b) Definition Ausbaugebiet c) Errichtung und Betrieb eines Netzes zur Gigabitversorgung d) Vorhandene Infrastruktur e) Mindestbetriebsdauer f) Open Access g) Dokumentation, Monitoring h) Vorgegebener Zuwendungsvertrag
