Nærværende bestemmelser om udbud og ansøgning indeholder en beskrivelse af proceduren for optagelse på og anvendelse af det dynamiske indkøbssystem. Udbuddet er benævnt ”DV_BEL.DIS.ASF.UDBUD.001 Asfaltvedligehold - dynamisk Indkøbssystem” Det dynamiske indkøbssystem anvendes af Ordregiver til indgåelse på entrepriseaftaler på løbende asfaltvedligehold med følgearbejder, inkl. trafikafvikling og ny-/genmarkering af kørebanemærkningen (vejstriber, symboler og lignende). Ordregiver fremsender pr. e-mail en opfordring til tilbudsafgivelse til de virksomheder, der er optaget i det dynamiske indkøbssystem (kaldet deltagere). Ordregiver er ikke forpligtet til at anvende det dynamiske indkøbssystem i forbindelse med indkøb af asfaltarbejder og kan ligeledes vælge ikke at benytte det dynamiske indkøbssystem. En nærmere beskrivelse af de enkelte indkøb af asfaltvedligehold, vil fremgå af de enkelte opfordringer til tilbudsafgivelse. Der henvises i øvrigt til det dynamiske indkøbssystems paradigmer for en nærmere forståelse af de tiltænkte udbudte indkøb. Efter optagelse kan virksomheden deltage i tilbudsgivning på alle opfordringer til tilbudsafgivelse, forudsat at de mindstekrav, der er gældende for den konkrete opfordring til tilbudsafgivelse, opfyldes. Det dynamiske indkøbssystem er tilgængeligt via Ordregivers hjemmeside, www.vejdirektoratet.dk > Værktøjer > Udbudsportalen Det er gratis for deltagerne at være optaget på det dynamiske indkøbssystem, og det er frit for hver deltager, om denne ønsker at forblive deltager på det dynamiske indkøbssystem i hele systemets levetid, eller om deltageren på et tidspunkt ønsker at udtræde af systemet. Ordregiver forventet et årligt indkøb på det dynamiske indkøbssystem svarende til 475 mio. DKK. Se pkt. 2.1.
