Udbuddet omfatter etablering af pavillonbyggeri til brug for udslusningspladser for Danmarks Fængsler samt efterfølgende leje af pavillonerne i en periode på 5 år, samt optioner på forlængelse af lejeperiode på i alt 2 år. Efter lejeperiodens udløb skal pavillonerne nedtages og fjernes, herunder skal de berørte arealer retableres i det omfang, det fremgår af udbudsmaterialet. Kontraktforholdet består af dels en entrepriseaftale vedrørende projektering, levering, opførelse og færdiggørelse af pavillonbyggeriet, dels en lejeaftale vedrørende den efterfølgende 5-årige lejeperiode. For entrepriseaftalen gælder ABT 18 med Danmarks Fængslers fravigelser og tilføjelser. Pavillonbyggeriet skal danne ramme om udslusningspladser, der skal understøtte en gradvis overgang fra fængsel til et liv uden kriminalitet og bidrage til en sikker og hensigtsmæssig tilbagevenden til samfundet.
