Předmětem Rámcové dohody je úprava postupu při uzavírání dílčích kupních smluv (dále jen „Kupní smlouvy“ nebo jednotlivě „Kupní smlouva“) (i) na výrobu a dodávku 40 ks dvouzdrojových elektrických jednotek napájených z pevných trakčních zařízení soustav 3kV DC/25kV AC s trakční baterií s max. provozní rychlostí alespoň 160 km/h v trolejovém a alespoň 120 km/h v bateriovém režimu, plně způsobilých k provozu na železničních tratích rozchodu 1 435 mm na území České republiky (dále jen „Jednotky“ nebo samostatně „Jednotka“), včetně všech povolení, schválení, souhlasů a registrací („registrací“ se v textu této zadávací dokumentace rozumí veškeré registrace mající charakter obdobný povolení, schválení či souhlasu), jež jsou dle legislativy platné ke dni předání příslušné Jednotky zadavateli nezbytné k provozu a používání dodávaných Jednotek a které umožní zadavateli řádně a bez omezení provozovat a používat Jednotky na území České republiky a dále včetně technické dokumentace náležející k příslušným Jednotkám v rozsahu stanoveném v Rámcové dohodě; a/nebo (ii) dodávky náhradních dílů a konstrukčních celků výměnného systému („náhradní díly výměnného systému“); a/nebo (iii) smlouvy na opravy a údržbu dodaných Jednotek formou Full-Service (dále jen „Smlouva na Full-Service“).
