В предмета на поръчката се включва изпълнение на строително-монтажни работи съгласно техническата спецификация, изискванията на ЗУТ и подзаконовите нормативни актове по прилагането му, включително съставяне и подписване на приложимите актове и протоколи по време на строителството - от откриване на строителната площадка до приемане на строежа, съгласно Наредба № 3 от 31.07.2003 г. за съставяне на актове и протоколи по време на строителството. Улица „Никола Ефремов“ е част от второстепенната улична мрежа на село Владимирово, община Бойчиновци. Предвиденият за основен ремонт участък е с приблизителна дължина 788 м и широчина на пътното платно 5,00 м. Съществуващата настилка е от трошен камък и е силно компрометирана, с дупки, неравности и пропадания; наличните бетонови бордюри са частично повредени, тротоари липсват, а улицата не е сигнализирана с вертикална и хоризонтална пътна маркировка. Предвидените СМР включват необходимите подготвителни, земни, пътни и асфалтови работи, работи по бордюри, отводняване, нивелация на съществуващи ревизионни шахти, временна организация на движението и всички съпътстващи дейности съгласно техническата спецификация. Строежът е IV (четвърта) категория съгласно чл. 137, ал. 1, т. 4, буква „д“ във връзка с буква „а“ от ЗУТ. Описание на предвидените дейности се съдържа в приложените към документацията техническа спецификация. Мотиви за избор на процедура Настоящата обществена поръчка се възлага чрез открита процедура по чл. 18, ал. 1, т. 1 във връзка с чл. 73, ал. 1 от ЗОП. Съгласно чл. 73, ал. 1 от ЗОП публичните възложители могат свободно да избират открита или ограничена процедура. Възложителят избира открита процедура с оглед осигуряване на максимална публичност, прозрачност и конкуренция при възлагането на строителството. Процедурата е едноетапна и всяко заинтересовано лице може да подаде оферта. Минималният срок за получаване на оферти при открита процедура е 30 дни от датата на изпращане на обявлението за обществена поръчка за публикуване, освен в изрично предвидените в ЗОП случаи за съкращаване на срока.
