Op verzoek van de Stuurgroep PAGW hebben het College van Rijksadviseurs (CRa) en de Ecologische Autoriteit (EA) het advies ‘Bouwen aan de toekomst van de Nederlandse Delta’ uitgebracht over de onderbouwing van de maatregelenkeuze voor het verbeteren van de waterkwaliteit en veerkrachtige natuur van de grote wateren, periode 2034-2050. In algemene zin wordt geadviseerd om ruimtelijke kwaliteit te gebruiken als kader voor het invullen van de ambitie voor het creëren van meerwaarde: belevingswaarde, toekomstwaarde en gebruikswaarde (Nota Ruimte). Daarbij wordt aangegeven dat ruimtelijke waarden goed in beeld moeten zijn om de impact van maatregelen hierop in te kunnen schatten. Specifiek wordt hierbij gewezen op het vooralsnog ontbreken van een beschrijving van ruimtelijke waarden voor het Rivierengebied en de Rijn-, Maas- en Scheldemonding. Verder wordt geadviseerd om met een vroege verkenning van regionale ambities en opgaven maatregelen te identificeren die als hefboom voor het verbeteren van ruimtelijke kwaliteit kunnen functioneren. De basisopdracht bestaat uit het uitwerken van de ruimtelijke waarden voor het Rivierengebied en de Rijn-, Maas- en Scheldemonding, en het op een vergelijkbare wijze structureren en ontsluiten van de reeds beschikbare informatie over ruimtelijke waarden voor de Waddenzee en het IJsselmeergebied.
