Description

Le présent marché de services a pour objet la réalisation des prestations nécessaires au curage complet et au nettoyage du bassin d’orage BO1 situé à Arlon, pour le compte d’IDELUX Eau. Les prestations comprennent notamment : • l’installation, la préparation et l’organisation du chantier ; • la mise en place de l’ensemble des moyens humains, matériels et techniques nécessaires à l’exécution des prestations ; • l’ouverture des voiles en béton au droit des pistes 1, 2, 3 et 4, afin de permettre l’accès et l’évacuation des boues ; • la mise en place de batardeaux amovibles en acier inoxydable en remplacement des parties de voiles ouvertes, permettant d’assurer la fermeture des pistes et le maintien des conditions d’exploitation du bassin ; • le pompage, l’aspiration, le curage, la manutention et le nettoyage des boues accumulées dans le bassin ; • l’évacuation des boues non polluées au moyen de citernes et de bennes étanches, selon leur nature et leur état physique ; • le transport des boues vers les filières de traitement ou centres dûment autorisés ; • le traitement et la valorisation ou l’élimination des boues conformément à la règlementation en vigueur ; • le nettoyage des murs des pistes 1, 2, 3 et 4 ; • le nettoyage complet des pistes 5 et 6 ; • le nettoyage des différentes surfaces, caniveaux, ouvrages et équipements concernés par les opérations de curage ; • la collecte et la gestion des eaux générées par les opérations de nettoyage et de curage ; • la mise en oeuvre de toutes les mesures de sécurité nécessaires, notamment pour les interventions en espaces confinés et dans des zones susceptibles de présenter une atmosphère dangereuse ou potentiellement explosive ; • la mise en oeuvre de toutes les mesures nécessaires à la protection de l’environnement, à la prévention des nuisances et à la sécurité des travailleurs ; • la remise en état et le nettoyage des zones concernées à l’issue des prestations. La quantité de boues à évacuer est estimée à environ 1.500 tonnes. Cette estimation est susceptible d’évoluer en fonction des quantités effectivement constatées lors des opérations de curage. À titre indicatif, les boues sont estimées à environ 30 % sous forme liquide et 70 % sous forme solide. Les quantités reprises dans l’inventaire constituent les quantités présumées servant à l’établissement et à la comparaison des offres. L’adjudicataire assure, sous sa responsabilité, la fourniture de l’ensemble des moyens humains, matériels, équipements, véhicules, dispositifs de pompage et d’aspiration, moyens de transport et moyens de traitement nécessaires à la réalisation complète des prestations. Les prestations sont exécutées conformément aux documents du marché, aux règles de l’art ainsi qu’à l’ensemble des dispositions légales et règlementaires applicables, notamment en matière de sécurité, de transport et de traitement des déchets, de protection de l’environnement et de prévention des risques liés aux espaces confinés. L’objectif du marché est de permettre le curage et le nettoyage complets du bassin d’orage BO1, afin de rétablir sa capacité hydraulique utile et de garantir son bon fonctionnement dans les conditions normales d’exploitation.
