Le présent marché a pour objet le recours à des prestations de due diligence portant sur quatre volets complémentaires, à savoir les aspects financiers, fiscaux, légaux et sociaux. Ces prestations ont vocation à accompagner le pouvoir adjudicateur dans l’analyse préalable de différentes opérations susceptibles d’être envisagées, notamment l’acquisition de sociétés, l’acquisition de participations ou de parts de sociétés, ainsi que, le cas échéant, l’internalisation de certains services. L’objectif est de disposer, préalablement à toute décision, d’une appréciation structurée, fiable et multidisciplinaire des risques, contraintes, opportunités et impacts attachés à l’opération envisagée. Les entités susceptibles de faire l’objet d’une analyse pourront présenter des profils très variés. Il pourra ainsi s’agir, sans que cette liste soit exhaustive, de structures parapubliques, publiques, privées non cotées, de jeunes entreprises innovantes ou start-up, ou encore de toute autre forme d’organisation. Le périmètre géographique des prestations couvre la Belgique, avec une concentration principale des opérations et des entités concernées en Wallonie et à Bruxelles.
