Deze groepsaankoop heeft als voorwerp het sluiten van een raamovereenkomst met één ondernemer voor het leveren, installeren en onderhouden van een videosysteem voor personen en voertuigen voor de looptijd van 96 maanden, aan de besturen die lid zijn van de intergemeentelijke aankoopdienst van IOK. Onder deze besturen vallen politiezones, hulpverleningszones, OCMW’s, gemeenten, steden en welzijnsverenigingen. De raamovereenkomst zal hoofdzakelijk door politiezones worden gebruikt en in mindere mate door hulpverleningszones. Van de andere besturen wordt, gelet op hun activiteiten, geen afname verwacht, al blijft dit wel mogelijk. Al de geleverde toestellen zijn verbonden aan een onderhoudscontract met een even lange looptijd als de raamovereenkomst. De maximale eindduur van alle individuele onderhoudscontracten, ongeacht hun startdatum door afname, eindigt ten laatste op de einddatum van het raamcontract. Het betreft een niet-exclusieve raamovereenkomst zonder enige afnameverplichting. Bijgevolg zijn, niettegenstaande de gunning en sluiting van de raamovereenkomst door de aanbestedende overheid IOK op basis van onderhavig bestek, de voormelde besturen vrij om elders te bestellen tijdens de duur van het contract of geen bestelling te plaatsen. De opdrachtnemer kan hiervoor geen schadevergoeding eisen.
