Stad Genk is eigenaar van een projectgebied gelegen aan het voormalige voetbalveld A-plein van KFC Winterslag, ontsloten via de Noordlaan en Brikkenovenstraat. Dit gebied bevindt zich binnen het toepassingsgebied van het BPA Winterslag 41 "Tuinwijk West nr. 41. De opdracht is gekwalificeerd als een overheidsopdracht van diensten voor de opmaak van een inrichtingsplan, de commerciële ontwikkeling van private woonentiteiten, het ontwerpen van de private groenomgeving en de publieke infrastructuur. Het voorwerp van de opdracht is het gunnen van een zakelijk recht (deels eigendomsrecht en deels recht van opstal) op het projectgebied met het oog op het realiseren van een woonontwikkeling. De Stad Genk wenst de gronden en de ontwikkelingsmogelijkheden aan te bieden aan de markt via een mededingingsprocedure met onderhandeling. Op deze basis wenst de Stad Genk op een objectieve en transparante manier de best voorwaarden voor het projectgebied te kunnen verkrijgen.
