Description

Smals wenst een raamovereenkomst voor vier (4) jaar te sluiten voor MSP-diensten, waarbij een VMS-platform ter beschikking wordt gesteld voor de aankoop en het beheer van ICT-specialistendiensten. De aankoop en het beheer van ICT-specialistendiensten heeft meer bepaald betrekking op de volgende prestaties: - Regie: selectie en levering van ICT-specialistendiensten op basis van time & materials - Team: selectie en levering van ICT-specialistenteams op basis van time & materials. De selectie van een team van dezelfde onderaannemer heeft tot doel de werking en uitvoering van een aantal vooraf gedefinieerde opdrachten te optimaliseren (bijvoorbeeld met het oog op opleiding, kennis van de opdracht, vervanging, goede communicatie, enz.). Beschrijving van de opdracht De dienstverlener wordt “Managed Service Provider” (MSP) genoemd. De dienstverlener zal een “Vendor Management System” (VMS)-platform gebruiken. De dienstverlener zal instaan voor de opvolging en rapportering van de verschillende dossiers (zoeken naar ICT-specialisten, beheer en opvolging van contracten, beheer van “timesheets”, facturatie, enz.) met strikte naleving van de Belgische wetgeving op het vlak van belastingen en sociale zekerheid. Bovendien moet de dienstverlener zorgen voor een goede werking van de “marketplace”, zodat alle geïnteresseerde leveranciers toegang hebben tot het VMS-platform en de aanvragen die door Smals of de begunstigden van de raamovereenkomst worden gepubliceerd. De dienstverlener zal verantwoordelijk zijn voor het sluiten van contracten met deze leveranciers, zodat de contractuele relatie gecentraliseerd wordt en Smals niet zelf meerdere overeenkomsten hoeft te beheren. De ICT-specialisten moeten onderaannemers van de dienstverlener zijn. De opdracht wordt niet in percelen verdeeld. Voor de uitvoering is één enkele dienstverlener van het type MSP nodig, die beschikt over een gecentraliseerd VMS-platform en die de samenhang van de processen (selectie, beheer, facturatie, rapportering) garandeert, met strikte naleving van de Belgische wetgeving op het vlak van belastingen en sociale zekerheid.
