Project: P176040 - Air Quality Improvement Project Financing: World Bank GENERAL PROCUREMENT NOTICE BOSNIA AND HERZEGOVINA AIR QUALITY IMPROVEMENT PROJECT GENERAL PROCUREMENT NOTICE Loan No. 9518-BA Project ID No. P176040 The Bosnia and Herzegovina has received financing in the amount of US$ 50,000,000 equivalent from the World Bank toward the cost of the Air Quality Improvement Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Component 1: Strengthening air quality monitoring and management (US$6 million) The overall objective of this component is to help further develop and strengthen AQM across the different levels within the FBiH. This includes not only the operational side of the relevant air quality authorities but also their communication and coordination with other sectors, in particular the heating and transport, as included in this project. Strengthened AQM would first and foremost ensure the cooperation of all stakeholders for one common goal-enhance the efficiency of the existing systems on the ground, provide a more unified approach, and enhance communication and knowledge sharing all with the purpose of protecting the environment and human health from the consequences of polluted air. A strong AQM system is meant to be coordinated and developed to ensure the overall sustainability of the measures supported under the project and for the long term. The component will focus on two areas: (a) strengthening the four selected cantons and their AQM systems with several interventions to be piloted within the Sarajevo Canton Air Quality Center in a manner that can be replicated in other cantons and (b) improving the air quality monitoring framework at the FBiH level that would correlate to the interventions conducted at the cantonal level. Component 2: Scaling up sustainable heating and energy efficiency in residential houses (US$31.5 million and estimated PCM of US$20 million) Component 2 introduces a grant scheme to make investments in distributed sustainable heating and energy efficiency more affordable for households. The objective of this component is to make investments in sustainable heating and energy efficiency investments more affordable for households and in this way reduce particulate matter emissions from heating. The component will co-finance the cost of eligible investments in the form of a grant for households selected through public calls, as well as related technical assistance and consulting services, including market studies, energy audits, communication and awareness campaigns, training of contractors, and verification of project-supported investments. The selected households will pay their portion of the cost to their suppliers and the latter will implement heating and/or energy efficiency investments against this partial payment. Upon implementation, suppliers will receive the balance of payment from the project upon verification. Component 3: Supporting the transition to low-emission transport (US$10 million) Transport activities proposed will fund investments and technical assistance to align with Sarajevo Canton's objective of shifting towards a low-emission urban mobility system outlined in SUMP. These interventions involve various stakeholders in Sarajevo Canton, the City of Sarajevo, and municipalities, focusing on: improvement of bicycling infrastructure and facilities to enhance connectivity and accessibility, development of approaches to implement low emission measures, and provision of low emission public transport vehicles and improvement of bus fleet management. Enhancing bicycling infrastructure and facilities for better connectivity and accessibility. Component 4: Project implementation support (US$2.375 million) Envisaged activities to strengthen project implementation are assisting the FMoET PMU and PITs in carrying out project management and implementation, including monitoring and evaluation, carrying out all project requirements including audits, training, environmental and social, and fiduciary management, including financing operating costs, and carrying out beneficiary satisfaction surveys and managing a beneficiary feedback mechanism, including a grievance redress mechanism. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations . After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they
