Die Deutsche Nationalbibliothek, bundesunmittelbare Anstalt des öffentlichen Rechts, ist mit ihren Standorten in Leipzig und Frankfurt am Main die zentrale Archivbibliothek und das nationalbibliografische Informationszentrum der Bundesrepublik Deutschland. Sie ist für das Sammeln, Erschließen, bibliografische Verzeichnen und die dauerhafte Aufbewahrung der deutschen und deutschsprachigen Literatur ab 1913 zuständig. Der gesetzliche Auftrag der Deutschen Nationalbibliothek (DNB) wurde 2006 um die Sammlung von sogenannten unkörperlichen Medienwerken (Netzpublikationen) erweitert. Dieser Auftrag wird seitdem konsequent durch die Entwicklung und Nutzung automatischer Verfahren umgesetzt. Diese Verfahren betreffen die Anlieferung der ablieferungspflichten Medienwerke durch die Produzierenden, aber auch die interne Ver- und Bearbeitung der Medienwerke in den Systemen der DNB.
