Project: P176114 - Improving Power System Resilience for European Power Grid Integration Project Reference: UHE-IPSR-ЕS Procurement method: Quality And Cost-Based Selection Financing: World Bank ( DEADLINE EXTENSION) REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES FIRMS SELECTION) UKRAINE Project: 176114 Ukraine - Improving Power System Resilience for European Power Grid Integration (Installation of Hybrid Systems for Electricity Production in Ukrhydroenergo) IBRD Loan No. 9284-UA CTF Loan No. TF0B5994 Assignment Title: “Technical Support and Project Management Consultant” Reference No . UHE-IPSR-ES PJSC "Ukrhydroenergo" has received financing from the World Bank toward the cost of the Project: 176114 Ukraine - Improving Power System Resilience for European Power Grid Integration (Installation of Hybrid Systems for Electricity Production in Ukrhydroenergo), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include comprehensive supervision and project management support to UHE for the implementation of contract for Design, Supply and Installation of Battery Energy Storage Systems (BESS) with Energy Management Systems (EMS) and Ancillary Equipment at Kyiv HPP / PSP, Kaniv, Kremenchuk and Seredniodniprovska Hydropower Plants, including related services (training of UHE staff). The Project envisages the installation of BESS and the creation of an energy management system (EMS) of a total capacity of 197 MW 2-h BESS across 4 abovementioned locations. Each location and project Site is to be tendered as a separate Lot (meaning that each separate location might have their own separate contractor and their own separate contract with terms that might differ from the other), but construction is to be carried out simultaneously. Potential participants should keep in mind that they might have to deal with up to 4 different contractors and their own specific contracts during the implementation of this project. The Contract(s) is foreseen to commence on 01/02/2027, for an estimated duration of: from Effective Date until Operational Acceptance (DSI schedule, ~18 months), plus Defects Liability Period (DLP) as defined in DSI contract (forty-two (42) months from the date of Completion of the Facilities or thirty-six (36) months from the date of Operational Acceptance of the Facilities, whichever first occurs). Total estimated duration - 54 months. PJSC "Ukrhydroenergo" now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The purpose of this Request for Expressions of Interest is to establish a shortlist of qualified consulting firms. The Request for Proposals, including the detailed evaluation methodology and contract conditions, will be issued only to shortlisted firms. A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement “Procurement Regulations for IPF Borrowers” (November, 2020 edition) (“Procurement Regulations”)and as further specified in the Request for Proposals. The shortlisting criteria are: Relevant experience and qualifications of the Consultant: At least 10 years of experience in providing consulting services in technical supervision of construction and project management support, including on project environmental and social support; Including at least two (2) projects related to installation and commissioning of BESS (as stand-alone or as part of hybrid PV/Wind + BESS projects) in the past five (5) years, each with a power and energy capacity of at least 50 MW and at least 50 MWh respectively; Including at least two (2) projects related to installation and commissioning of HV substations (110 kV or higher), in the past five (5) years; Experience in implementing at least four contracts/assignments related to environmental and social support for projects in the energy sector over the past seven (7) years, including at least two (2) with IFIs participation (IBRD, EBRD, ADB, etc.); Experience under IFI-funded projects (e.g., World Bank, EBRD, KfW, ADB or similar) is acceptable; specific prior experience under WB Plant contracts is not mandatory, provided that equivalent supply-install (Plant-like) supervision experience is demonstrated. Key Experts will not be evaluated at the shortlisting stage. Key Experts shall be proposed and evaluated at the Request for Proposals stage by shortlisted firms. The shortlist will contain up to 5 firms. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
