This tender covers a study that is the first phase of the 'WissPAS' programme, which ultimately aims to build a digital knowledge platform for government actors in the security field. The platform is intended to enable structured exchange of security-relevant data and information, support cooperative processing into cross-organisational knowledge, and use automated pattern recognition and data-driven synthesis to generate new insights. The study will systematically capture and analyse user needs and requirements, including which types of data and content the platform should handle and which insights can be expected. Only the study services are being procured; the later expansion phase, in which the platform is developed and implemented, is not part of this contract.
