Im Rahmen dieser Vergabe hat die Universität Münster einen Anbieter für die Weiterentwicklung eines Forschungsportales auf Basis der Daten von HISinOne-RES (Softwareentwicklung) gesucht. Das Forschungsportal soll es Hochschulen ermöglichen direkt alle Daten aus HISinOne-RES im Web abzubilden.
Ziel des Vergabeverfahrens war der Abschluss eines Scrum-Rahmenvertrags und Scrum-Projektvertrags mit einem Auftragnehmer, der die ausgeschriebenen Leistungen übernimmt.
