Försvarsmaktens organisationsenheter är i behov av civila aktörer till sjötransporter inom skärgårds- och inlandssjöfart för att kunna transportera sig till och från olika områden och öar längs Sveriges kust, sjöar och kanaler när den egna kapaciteten inte räcker till. Behovet uppstår exempelvis i samband med dagligverksamhet i form av utbildning och underhåll av olika militärsystem med mera, samt under övning och operationer när förbandens egna resurser inte är tillräckliga. Behovet är nationellt men kan delas in regionalt och omfattar hela Sveriges kustlinje, sjöar och kanaler. Det som ska transporteras kan vara såväl militär och civil personal som materiel. Till detta finns också behov av specialsjöfart i samband med specifika uppdrag, som till exempel bärgning, kabelläggningsfartyg och isbrytning.
