Polismyndigheten planerar att upphandla en hyresvärd för om-, till- eller nybyggnation av ett polishus samt beslagslokal i Karlskrona. Observera att detta inte är en anbudsinbjudan. Samtliga uppgifter i denna annons kan bli föremål för förändringar fram till annonsering av upphandlingen. BAKGRUND Upphandlingen avser upphandling av projekterings-, genomförande- samt hyresavtal som ska tillgodose Polismyndighetens behov av hyresvärd samt byggherre för om-, till- eller nybyggnation av polishus samt beslagslokal i Karlskrona. Uppdrag i detta projekt består av att för Polismyndigheten: • Agera hyresvärd och långsiktigt förvalta polishuset samt beslagslokalen i Karlskrona. • Genomföra upphandling av/kontraktera projektörer. • I samarbete med Polismyndigheten projektera om-, till- eller nybyggnation. • Genomföra upphandling av/kontraktera byggentreprenör. • Vara byggherre under entreprenadtiden samt ansvara för samtliga tillstånd inklusive detaljplanefrågor, bygglovshandlingar samt ombesörja process för bygglov. Allt ovanstående ska ske i samråd och nära samarbete med Polismyndigheten. NYTT POLISHUS SAMT BESLAGSLOKAL I KARLSKRONA Byggnaderna beräknas omfatta totalt ca 23 000 kvm LOA, fördelat på ca 17 000 kvm LOA för polishuset och ca 6 000 kvm LOA för beslagslokalen. Polishuset ska innehålla bl a kontor, möteslokaler, förråd, parkeringsgarage, motions- och omklädningslokaler. Anbudssökande ska kunna erbjuda en fastighet som bl a uppfyller följande: • Möjliggör om-, till- eller nybyggnation av polishus ca 17 000 kvm LOA samt beslagslokal med ca 6 000 kvm LOA. • Tomtyta ska totalt uppgå till minst 40 000 kvm. • Tomten ska vara belägen i Lyckebyområdet i Karlskronas nordöstra del med snabb tillgänglighet till stora trafikleder för att underlätta god kommunikation och vid utryckning. Se bilaga med karta för avgränsat sökområde på: https://polisen.se/contentassets/5411e29066c84efb8de7a4ca069ffb7e/karlskrona--forhandsannons-bilaga-karta.pdf • Möjlighet till flertalet separata in- och utfartsvägar till fastigheten. • Egen byggnad som ej delas med annan hyresgäst. • Tillgänglighet och närhet till kollektivtrafik utifrån ett medborgarperspektiv. • Möjlighet till uppförande av perimeterskydd runt fastigheten. • Tidsplan för färdigställande senast 2032. Polismyndigheten kommer i upphandlingen att ställa krav på att ett säkerhetsskyddsavtal enligt Säkerhetsskyddslagen (2018:585) ska tecknas mellan parterna. Hyresvärdsupphandlingen beräknas annonseras tidigast i mars 2026.
