Upphandlingen omfattar ett (1) helt anbud och är inte uppdelad i separata delar.SLU avser att teckna ramavtal med en (1) leverantör som ska fungera som strategisk och operativ kommunikationspartner (lead agency).Leverantören ska kunna omsätta SLUs mål och behov till målgruppsanpassad och sammanhållen kommunikation samt planera, genomföra och följa upp kommunikationsinsatser. Uppdraget ska präglas av struktur, kvalitet, flexibilitet och kontinuitet, med möjlighet att hantera såväl långsiktiga insatser som uppdrag med korta ledtider. Anbud ska lämnas på hela uppdraget. Ramavtalet är att betrakta som ett komplement till den egna verksamheten. Verksamhet som berör avtalsområdena bedrivs även i egen regi och beställaren har rätt att använda sig av egna resurser i första hand om den så önskar.
