Produkterna ska primärt användas inom skola och, till viss del, för personer med särskilda kommunala uppdrag. Upphandlingen och följande avtal administreras av Höglandsförbundet (org.nr 222000-1412). Ramavtalet omfattar kommunerna Aneby (org.nr. 212000-0498), Eksjö (org.nr 212000-0589), Nässjö (org.nr 212000-0548), Sävsjö (org.nr 212000-0563) och Vetlanda (org.nr 212000-0571). Kommunalförbundet Mediacenter i Jönköpings Län deltar med förbehåll rätt, men inte skyldighet att avropa från ramavtalet. Tranås kommun (org.nr. 212000-0597) deltar via option om att träda in i avtalet när befintliga avtal på området har löpt ut.
