Ett dynamiskt inköpssystem liknar en leverantörspool där det inte finns någon begränsning på antalet leverantörer som kan kvalificeras. Ansökan om kvalificering till DIS:et är tillgängligt under hela DIS:ets giltighetstid. Leverantörer kan komma och gå under giltighetstiden. Att vara kvalificerad i ett DIS innebär ej att det finns något avtalsförhållande, det är först när det görs en upphandling i DIS:et och kontrakt tecknas som det uppstår ett avtalsförhållande. Denna DIS är uppdelad i fyra (4) olika delområden.
