Description

Hankinnan kohteena on HYKS Sydän- ja keuhkokeskuksen Keuhkosairauksien linjan, Vantaan ja Keravan hyvinvointialueen tarvitsema, aiemmin hengityshalvauspäätöksen saaneiden hengityshalvauspotilaiden hoitohenkilökunnan työvoima nykyisten sopimusten päätyttyä vammaispalvelulain siirtymäajan loppuun. Sopimuskausi on 1.6.2026-31.12.2027. Hengityshalvauspotilaat tarvitsevat hoitoa 24/7 vuoden jokaisena päivänä. Saapuneet tarjoukset vertaillaan ja niistä muodostetaan puitejärjestely. Puitejärjestelyyn valitaan kaikki hyväksytyn tarjouksen jättäneet ja tarjouspyynnön soveltuvuusvaatimukset täyttävät tarjoajat. Palveluntuottajat asetetaan etusijajärjestykseen. Palveluntuottajat valitaan etusijajärjestyksen perusteella siten, että eniten pisteitä (halvimman hinnan tarjonnut) saanut Palveluntuottaja on etusijajärjestyksessä ensimmäinen ja toiseksi parhaat pisteet saanut toinen jne. HUS ei sitoudu tilaamaan mitään tiettyä määrää palveluita, eikä missään tietyssä laajuudessa vaan esitetty työvoimatarpeen määrä on sitoutumaton arvio. Hoito tulee toteuttaa soveltuvien lakien, asetusten, kansainvälisten sopimusten ja viranomaisten, mukaan lukien kansanterveyslain ja erikoissairaanhoitolain, sekä potilaan asemasta ja oikeuksista annetun lain ja YK:n vammaisyleissopimuksen mukaisesti ja siten, että hoito vastaa Suomessa yleisesti terveydenhuollon hyväksyttyä laatutasoa sekä on Tilaajan Palveluntuottajalle antamien ohjeiden mukaista.
