Hankinnan kohteena oli Ylämyllyn päiväkodin hankinta vuokramallilla 20 vuoden vuokra-ajalle. Vuokrasopimus on voimassa määräaikaisena 20 vuotta ("vuokra-aika") sen allekirjoittamisesta lukien. Mahdollisesta sopimuskauden jatkosta tai tilojen lunastamisesta sovitaan erikseen ennen varsinaisen vuokrakauden päättymistä. Vuokratilat tulee olla käyttöönotettavissa 31.12.2027 mennessä. Tilojen tulee täyttää Euroopan unionin suoraan velvoittavien säädösten, Suomen lakien ja asetusten sekä viranomaisten antamat määräykset mm. rakenteen, varusteiden, työ- ja paloturvallisuuden sekä sähköturvallisuuden osalta.
